A bill to amend the Land and Water Conservation Fund Act of 1965, relating to the issuance to certain disabled individuals of lifetime admission permits to certain areas within the National Park System and national recreation areas.

Directs the Secretary of the Interior and the Secretary of Agriculture to establish procedures, under the Land and Conservation Act, for the issuance of a lifetime admission permit for disabled citizens for use in areas within the National Park System and national recreation areas.

Stipulates that such permits shall be issued without charge.
