Designates the James Madison Memorial Building presently under construction as an additional office building for the use of the House of Representatives.
Authorizes the Librarian of Congress to select and acquire a site for an additional building for the Library of Congress. Permits the Librarian to acquire an additional existing building and to lease additional space to the extent he deems such building and leased space are necessary to carry out efficiently the functions of the Library of Congress.
Authorizes to be appropriated not more than $250,000 average annual rental for such lease and not more than $250,000 for the purchase of such additional existing building unless such lease or acquisition is approved by the Committee on Public Works of the Senate and the Committee on Public Works of the House of Representatives.
Provides for the transfer of a specified building within the District of Columbia to the Library of Congress upon request of the Librarian of Congress.
