A bill to prohibit banks and certain other financial institutions from maintaining any account (including a numbered account) which conceals the identity of the owner of the account.

Prohibits National banks, State banks which are members of the Federal Reserve System and banks insured by the Federal Deposit Insurance Corporation from maintaining any account (including a numbered account) which conceals the identity of the owner of the account.
