Repeals the provisions of the postal law relating to the private carriage of letters.
Eliminates criminal penalties for conveying letters and packets on a private express basis. (Repeals 39 U.S.C. 601, 602: 18 U.S.C. 1694 - 1697; Amends 18 U.S.C. 1698 - 1699)
