A bill to amend the Higher Education Act of 1965 to provide a system of reduced-interest loans to students in institutions of higher education, and to provide for a system of income-contingent repayment thereof.
Higher Education Amendments - Directs the Commissioner of Education to carry out a program of establishing and maintaining funds at each of the regional offices of the Office he heads for the purpose of extending reduced-interest loans to students at institutions of higher education.
Authorizes appropriations through fiscal year 1981 for the purpose of such loans.
Provides for the apportionment of the appropriations authorized under this Act.
Sets the terms which shall apply to such loans based upon the status of students receiving loans.
Provides measures to insure the collection of loans made under this Act.
Defines the terms used in this Act.
