Authorizes suits against the United States Government by private parties where the basis of such a suit is misrepresentation, deceit, or the exercise or performance of failure to exercise or perform a discretionary function or duty on the part of the Consumer Product Safety Commission or of any employee of such Commission, if such exercise, performance or failure is determined, as a matter of law, to be unreasonable with respect to the discretionary function or duty involved.
