A bill to provide for improved intercity rail passenger service in the corridor between Boston, Mass. and Washington, DC, and for other purposes.

Authorizes to be appropriated $1,080,000,000 to pay for 90 percent of the cost of upgrading on an expeditious basis the rail system along the corridor between Boston, Massachusetts, and Washington, D. C. by elimination of deferred maintenance in such system.

Requires participating States to bear the other 10 percent of the cost of such upgrading.
