Establishes the Commission on Security and Cooperation in Europe to monitor the acts of the signatories which reflect compliance with the articles of the Final Act of the Conference on Security and Cooperation in Europe. Provides that the Commission shall be composed of 11 members to be appointed as specified in this Act.
Gives the Commission the power to subpena witnesses and records as necessary to carry out the responsibilities imposed by this Act.
Requires the Commission to make reports to Congress.
