Prohibits the exploration for and the mining of and the purchase of all valuable mineral deposits within any area of the National Park System.
Repeals laws or provisions of laws which permit mining in: (1) Glacier Bay National Monument; (2) Death Valley National Monument; (3) Coronado International Memorial, Arizona; (4) Mount McKinley National Park; and (5) Organ Pipe Cactus National Monument.
Authorizes the Secretary of the Interior to promulgate such regulations as are necessary to govern existing valid mineral rights in the National Park System.
