Requires that appointments to the service academies be based upon competitive examinations presently appointments are by nominations by members of Congress).
Requires the Boards of Visitors of the academies to examine the admission policies and procedures of the respective academies. Restricts the appointment of members of the Navy and Marine Corps, Army, and Air Force reserves by the respective secretaries of those Services to such appointments as are necessary to fill vacancies in the newly formed classes at the academies.
