Increases from $1,000 to $2,000 the maximum fine which may be imposed on an individual under the Communications Act for each failure to observe the regulations of that Act with respect to licensed broadcast stations.
Increases from $10,000 to $20,000 the maximum fine which the Federal Communications Commission may impose on any individual subject to its regulations for violations of such regulations. Establishes a maximum fine of $5,000 for violators which were not subject to the Commission by means of a license or through the conduct of interstate communications activities.
