A bill to amend the Foreign Assistance Act of 1961, as amended, and the Foreign Military Sales Act.
International Security Assistance Act - Authorizes appropriations to the President under the Foreign Assistance Act of amounts necessary to provide assistance for emergency purposes.
Authorizes appropriations of $42,500,000 for each of fiscal years 1976 and 1977 for international narcotics control.
Authorizes appropriations of $394,500,000 for fiscal year 1976 and amounts necessary for fiscal year 1977 for military assistance. Prohibits the Department of Defense from stockpiling defense articles for transfer to foreign countries unless such transfer is authorized by the Foreign Assistance Act or the Foreign Military Sales Act.
Authorizes appropriations of $1,858,300,000 for fiscal year 1976 and amounts necessary for fiscal year 1977 for security supporting assistance under the Foreign Assistance Act.
Directs the President to provide education and training for military and related civilian personnel of foreign countries on such terms as he shall prescribe. Authorizes appropriations of $30,000,000 for fiscal year 1976 and amounts necessary for fiscal year 1977 for such purposes.
States that the education and training program shall be designed to encourage increased understanding between the United States and foreign countries, and to improve the ability of participating foreign countries to utilize their resources with maximum effectiveness.
Provides that the Secretary of State, under the direction of the President, shall be responsible for the continuous supervision and general direction of economic assistance, military assistance, and military education and training programs.
Repeals the provisions of the Foreign Assistance Act which made assistance available to the former governments of Vietnam, Cambodia, and Laos.
Authorizes appropriations of $50,000,000 for fiscal year 1976 and amounts necessary for fiscal year 1977 to assist the Governments of Egypt and Israel in carrying out activities under the agreement of October 10, 1975, and to pay the costs of implementing the United States proposal for the early warning system in Sinai.
Authorizes appropriations under the Foreign Military Sales Act of $1,065,000,000 for fiscal year 1976 and amounts necessary for fiscal year 1977.
