A bill to authorize the Governor of the Canal Zone to prescribe regulations relating to the purchase, possession, consumption, use, and transportation of alcoholic beverages in the Canal Zone, to authorize penalties for violations thereof, and to require the establishment of alcoholism prevention, treatment, and rehabilitation programs in the Canal Zone.

Authorizes the Governor of the Canal Zone to prescribe regulations relating to the manufacture, purchase, possession, consumption, use, and transportation of alcoholic beverages in the Canal Zone.

Prescribes criminal penalties for violations of such regulations. Requires the establishment of alcoholism prevention, treatment, and rehabilitation programs in the Canal Zone.
