Increases the monetary penalties for persons convicted of conspiring to commit any offense against the United States or to defraud the United States. Establishes a monetary penalty of $1,000,000 in the case of a corporation, and $100,000 in the case of an individual.
Eliminates the penalty of imprisonment for conspiracy to commit any offense or to defraud the United States.
