A bill to amend the Strategic and Critical Materials Stock Piling Act in order to establish a fund which shall be used for the procurement of, and the carrying out of other functions related to, such materials.

Establishes, under the provisions of the Strategic and Critical Materials Stockpiling Act, a fund which shall be used for the procurement of, and the carrying out of other functions related to, such stockpiled materials.

Requires the Administrator of General Services to report his recommendations to the Congress on the adequacy of appropriations to the fund.
