A bill to amend titles IV and XIX of the Social Security Act to provide that the Federal payment to a State for any quarter on account of aid to families with dependent children or medical assistance shall be at least equal to 75 percent of the expenditures made by the State for such aid or assistance if unemployment in the State exceed 7 percent.
