A bill to amend the Solid Waste Disposal Act to authorize the Administrator of the Environmental Protection Agency to make loan guarantee and interest subsidy payments to certain governmental units to assist them in carrying out projects for the generation of energy from solid wastes.
Solid Waste Energy Act - States that, in order to assist State, municipal, interstate, and intermunicipal agencies to carry out construction projects for facilities which use solid waste to generate electricity or to produce other forms of energy, the Administrator of the Environmental Protection Agency may guarantee to any non-Federal lender which makes a loan to such an agency for such a project payment when due of the principal and interest on such loan.
Provides that the Secretary of Health, Education, and Welfare may pay one-half of the net effective interest for an agency receiving a loan under this Act.
Provides that, in determining priorities among construction projects under this Act, consideration shall be given to the net economic benefit to be derived from the construction of such facilities, and the provisions made for assuring efficient operation and maintenance of the facilities.
Authorizes to be appropriated to the Administrator of the Environmental Protection Agency for the fiscal years 1975 and following fiscal years such sums as may be necessary to carry out the provisions of this Act.
