Establishes an Office of Program Inspector in each agency of the Federal Government.
Places at the head of each such Office a Program Inspector appointed by the President, by and with the advice and consent of the Senate.
Limits the term of office of each Program Inspector to six years with a specific prohibition against reappointment.
Sets forth the duties and obligations of the Program Inspector in the agency concerned, including to investigate agency programs to determine the exent of compliance with applicable laws and regulations and to recommend corrections or improvements to such programs.
Requires an annual report by each Program Inspector to the Congress and to the agency head.
Enumerates the powers of the Program Inspector in carrying out this Act.
Authorizes the appropriations of those sums necessary to carry out this Act.
