Directs the United States Department of Justice to provide for rewards for information leading to the apprehension and conviction of kidnappers, if their victims are physically harmed and if the kidnappers demand a monetary ransom.
Makes the reward for each assistance equal to the monetary amount demanded as ransom. (Adds 18 U.S.C. 120 (d))
