A bill to amend the Internal Revenue Code to regulate and prevent multiple taxation of certain kinds of income.

Prevents multiple taxation by the States of income earned outside the State to the extent that tax was paid to another State on such income.

Prohibits, in any case, the imposition of tax by a State on income earned outside of such State while the taxpayer was domiciled outside of such State.
