Stipulates, under the provisions of the Legislative Reorganization Act, that any increase in the pay of Members of the Congress may not take effect until the first day of the Congress following the Congress during which such increase is adopted. Makes the provisions of this Act applicable to increases passed after June 30, 1975, and to alternative plans and recommendations regarding pay transmitted by the President after such date.
