A bill to amend title 39, United States Code, to prohibit certain franked mailings by Members of the Congress during certain periods before elections.

Prohibits franked mass mailings by Members and Members-elect of the Congress during the 28-day period preceding any primary held with respect to any general or special election for any public office for which such Member is a candidate (regardless of whether the Member is a candidate in the primary), or during the period beginning 120 days before such election, whichever is longer (Amends 39 U.S.C. 3210 (a) (5) (D))
