A bill to amend the Disaster Relief Act of 1974 to allow certain improvements on roads subject to frequent flooding.

Authorizes the President to make contributions under the Disaster Relief Act of 1974 to raise the grade of any non-Federal- aid street, road, or highway damaged by flooding or high water after May 1, 1975, in a major disaster area in which future flooding or high water is reasonably foreseeable.
