Provides, under the District of Columbia Self-Government and Governmental Reorganization Act, that the President may appoint an existing official, who is not in the Executive Office of the President, to serve as the National Capital Service Director.
Removes the provisions of Federal law which makes the Commissioner of the District of Columbia responsible for the maintenance and improvement of that area known as the Federal enclave.
