Directs the President to convene an international conference of finance ministers to work toward the conclusion of an international treaty on foreign direct investment, to include a comprehensive code of behavior for corporate entities engaged in foreign investment.
Directs the Secretary of the Treasury, together with the Secretary of State, and the Secretary of Commerce to make the necessary arrangements with their foreign counterparts for the convening of such conference.
Provides that the international conference on foreign investment shall meet as required at a permanent location within the United States and with the financial sponsorship of the United States.
