Constitutional Amendment - Provides that each judge of a district court of the United States shall be elected by the people of the judicial district over which such court exercises its jurisdiction. Prohibits any person from being a candidate for judge of more than one district court of the United States at one time. Directs the Congress to establish the qualifications necessary to be a judge of a district court of the United States.
