Establishes a Congressional Joint Committee on Intelligence which shall exercise exclusive legislative jurisdiction with respect to the authorization of funds in connection with any intelligence activity conducted in any foreign country by any agency or department of the Federal Government.
Authorizes the Joint Committee to hold hearings, issue subpenas, and procure such printing and binding as necessary to carry out this resolution.
Directs agencies and departments of the Federal Government involved in intelligence activities to keep the joint committee fully and currently informed with respect to any such activity.
Requires the members of the joint committee to report, at least annually, to the Congress their recommendations with respect to matters referred to the joint committee.
Provides that the joint committee shall classify information originating within the joint committee in accordance with standards used generally by the executive branch of the Federal Government.
Directs the joint committee to establish and carry out such rules and procedures as it considers necessary to prevent the unauthorized disclosure of information.
Provides that the expenses of the joint committee shall be paid from the contingent fund of the House of Representatives, upon vouchers approved by the chairman of the joint committee.
