Joint resolution to clarify and reaffirm Government purchasing policies.

Expresses the general policy of the United States Government to rely upon private commercial sources for the goods and services required to meet Government needs, unless: (1) such reliance disrupts or delays an urgent agency program; (2) in-house performance is mandatory for national security; or (3) the product or service is not available from the private sector and is available from a Federal source at a reasonable cost, taking into consideration possible tax revenues and the presence or absence of competitive sources.
