Joint resolution proposing an amendment to the Constitution of the United States providing that the term of office of Members of the U.S. House of Representatives shall be 4 years.

Constitutional Amendment - Provides that Members of the House of Representatives shall be chosen every second and fourth year by the people of the several States. States that the term of office of a Representative shall be four years.

Directs that the Members be divided into two classes. Provides that the seats of the first class shall be vacated at the expiration of the second year and the seats of the second class shall be vacated at the expiration of the fourth year. Requires that seats created by reapportionment or the admission of a new State be divided in a similar fashion.
