Joint resolution to declare that it shall be the policy of the United States not to threaten the use of nuclear weapons or to make any first use of nuclear weapons against any nonnuclear-weapon State which is a party to the Treaty on the Non-Proliferation of Nuclear Weapons unless such State is engaged in aggression in concert with a nuclear-weapon State.
