Establishes a twenty-member Joint Committee on Intelligence Operations. Directs the joint committee to exercise oversight of all intelligence gathering operations of the United States Government. Specifies those powers which shall be given the joint committee. Directs that all matters relating primarily to the overall functions of the intelligence agencies specified in this Act shall be referred to the joint committee. Provides that it shall be the responsibility of the joint committee to establish guidelines for the classification of information orginating within the joint committee.
Provides for the appointment of such staff as the joint committee considers appropriate. Requires the joint committee to keep records of all its activities. Directs that those select committees previously established to monitor intelligence operations shall transfer their records and files to the joint committee.
Provides that expenses of the joint committee shall be paid from the contingent fund of the House of Representatives out of funds appropriated for the joint committee.
