Constitutional Amendment - Provides that the President and Vice President shall be elected in accordance with this article.
Provides that one candidate for President and Vice President will be paired. Directs that the voters shall cast a single vote for the two persons paired as candidates. States that each State shall have a number of electoral votes equal to the number of Senators and Representatives in Congress to which such State is entitled. Allows the District of Columbia a number of electors equal to the number of Senators and Representatives to which the District would be entitled if it were a State.
Provides the pair of candidates receiving a plurality of the votes cast in a State or the District shall receive two of the electoral votes of such State or the District. Stipulates that the remaining electoral votes of such State or the District shall be apportioned among all the pairs of candidates for whom votes were cast in such State or the District.
Directs that the pair of candidates receiving the greatest number of electoral votes in an election shall become President and Vice President if such number is at least 40 percent of the total number of electoral votes. Provides that if no pair of candidates receives 40 percent of the total number of electoral votes, the Congress shall meet in joint session within 45 days to elect a President and Vice President from one of the two pairs of candidates receiving the greatest number of electoral votes.
Specifies qualifications for persons voting for President and Vice President. Directs Congress to designate the day upon which each election for President and Vice President shall be held. Authorizes the Congress to provide for the case of the death, disability, or withdrawal of any candidate for President or Vice President.
