Constitutional Amendment - Creates the office of Chief of State to be the ceremonial head of the United States. Provides that the holder of such office shall receive ambassadors and other public ministers as recommended by the President. Directs that the Chief of State shall be nominated by the President and take office for a term of four years. Provides compensation for such office at a rate provided by law for the President.
