Provides for acquisition by the Secretary of the Interior of a historical easement on the property of the Scott-Grant House at 3238 R St. N.W. in the Georgetown section of the District of Columbia to insure that such property is preserved in its present condition. States that such easement shall not create a duty in the owner or their successors in interest to permit the public or the United States to enter upon such property.
