Constitutional Amendment - Allows Congress to adopt a Resolution of No Confidence in the President, upon a three- fifths vote of the Members of each House present and voting.
Requires that, in the Resolution of No Confidence, Congress shall fix a date falling not less than 90 days and not more than 100 and 10 days from the date of adoption of the resolution for the calling of a special election for the choosing of electors for President and Vice President and of Representatives and Senators. Provides that if the date of adoption occurs on or after June 1 of the second year of the President's term, and at least 90 days prior to the date of the choosing of Representatives in Congress that year, the special election shall coincide with the regular election for the choosing of Representatives.
Provides that if the special election occurs at the regular election for the choosing of Representatives in Congress, the President and Vice President, and the Representatives and Senators, chosen pursuant to the special election shall enter upon their terms of office on January 20 of the year immediately following, and that the term of office for the President and Vice President shall be two years.
