Constitutional Amendment - Provides that whenever a Vice President, who has attained that office by appointment pursuant to the twenty-fifth amendment to the Constitution, shall become President, the power of Congress to make a bill into law without the Presidents' signature shall be determined by this article. Allows congressional over-ride of such a President's veto by a vote of three-fifth of both Houses of Congress.
