Establishes a 10-man congressional Joint Committee on Internal Security. Provides for the appointment of officers and the establishment of subcommittees.
Provides that the members of the joint committee shall serve without pay in addition to that received for their services as Members of the Senate or the House. Directs that the members shall be reimbursed for travel, subsistence, and other necessary expenses incurred in the performance of the duties vested in the joint committee.
Authorizes the joint committee to make investigations of: (1) subversive activities affecting the internal security of the United States; (2) organizations seeking to establish a totalitarian dictatorship in the United States; (3) groups which invite or employ acts of force, violence, terrorism, or any unlawful means, to oppose the authority of the Government of the United States; and (4) all other questions relating to the foregoing that would aid the Congress in the discharge of its legislative duties.
Directs the joint committee to report to the House and the Senate from time to time.
Requires that the joint committee keep a complete record of all committee actions, including a record of votes.
Gives the joint committee powers necessary to carry out the duties set forth in this resolution. Makes provisions for the hiring of personnel as the joint committee considers appropriate.
Authorizes the joint committee to secure directly from any department, agency, office or organization of the Federal Government, such information as is necessary to enable it to carry out this joint resolution.
Provides that expenses of the joint committee shall be paid one-half from the contingent fund of the House of Representatives and one-half from the contingent fund of the Senate.
Directs that on the date of enactment of this resolution all property and records of the Committee on Internal Security and the Internal Security Subcommittee of the Committee on the Judiciary of the Senate and House shall be transferred to the joint committee for its use.
