Urges the President to direct the United States representatives to the United Nations to call upon that body to request full respect for the civil rights of all the people of Northern Ireland. Calls for the settlement of the question of the unification of Ireland by an election of the people of all Ireland, north and south, under the auspices of a United Nations Commission for Ireland.
Provides that the United States shall discontinue all military aid and training programs with the United Kingdom which are related to the suppression of the minority in Northern Ireland which are not reserved exclusively for North Atlantic Treaty Organization usage.
