Makes supplemental appropriations for fiscal year 1975 for the Department of Labor Manpower Administration for Federal unemployment benefits and allowances. States that the amount of such appropriation shall be $5,000,000,000.
Provides that funds appropriated for this Act shall not be used for making such payments of assistance, beginning after the date of enactment of this Act, to any individual who performs services in an instructional, research, or principal administrative capacity for an educational institution or agency with respect to any week commencing during the period between two successive academic years if: (1) such individual performed services in such capacity for the first of such academic years or terms; and (2) such individual has a contract to perform such services for the latter of such academic terms or years.
