Joint resolution proposing an amendment to the Constitution of the United States to provide an alternate procedure for the ratification by popular referendum of future proposed amendments to the Constitution.

Constitutional Amendment - Provides that whenever Congress determines that the mode of ratification of a proposed constitutional amendment shall be by the legislature of three-fourths of the several States, the legislature may choose to submit such proposal to a binding popular referendum.
