Joint Resolution proposing an amendment to the Constitution relating to the term of office of Members of the House of Representatives and the eligibility of such Members to be elected to the Senate.

Constitutional Amendment - Provides that Members of the House of Representatives shall be chosen every fourth year.

Directs that no Member of the House shall be a candidate for election as a Senator for a six-year term which begins before the expiration of a term of the office held by him unless he resigns from such office at least 90 days prior to such election.
