Joint resolution proposing an amendment to the Constitution of the United States relative to the maintenance of neighborhood public schools.

Constitutional Amendment - Allows school systems to assign pupils on the basis of neighborhood attendance areas. Directs that no provision of the Constitution shall be construed to require such systems to assign pupils in any other manner. Gives Congress the power to enforce this article.
