Joint resolution directing the Secretary of State and the Secretary of the Interior, through the Bureau of Reclamation, to study the economic and engineering feasibility of acquiring riparian rights from the Republic of Mexico to water in the Gulf of California for the piping and pumping of water from the Gulf of California to Arizona for irrigation purposes, and to acquire a permit to locate a desalinization plant within the territorial limits of the Republic of Mexico.

Authorizes the Secretary of State and the Secretary of the Interior, acting through the Bureau of Reclamation, to conduct a study into the possibility of acquiring riparian rights from the Republic of Mexico for the purpose of permitting the piping and pumping of water from the Gulf of California to Arizona. Permits the Secretary to acquire a permit to locate a desalinization plant within the territorial limits of the Republic of Mexico.

Authorizes the appropriation of such sums as may be necessary to carry out the purposes of this joint resolution.
