Constitutional Amendment - Amends the Constitution by empowering the people of the District of Columbia to elect one Representative in Congress and, as may be provided by Federal law, one or more additional Representatives or Senators, or both, but not exceeding the number to which the District would be entitled if it were a State. Requires that vacancies in such offices be filled by election.
