Constitutional Amendment - Provides that if, during any session of the Congress, an individual holding the office of Senator or Representative fails to be recorded in person on at least 70 percent of the yea-and-nay rollcall votes of the House of which he is a Member, taken during such session, such office becomes vacant, and the Secretary of the Senate or the Clerk of the House of Representatives, as the case may be, shall notify the executive authority of the State from which such individual was elected of the vacancy.
States that the Congress shall have the power to enforce this article by appropriate legislation.
