Constitutional Amendment - Stipulates that no President may pardon himself for any offense against the United States.
States that no pardon may be granted to any person who holds or held the office of Vice President or to any person who held the office of President, for any offense against the United States, except after conviction, nor shall such pardon be granted unless the President certifies to the Congress that he is satisfied that such person either is innocent of the charges of which that person was convicted or is suffering from a terminal illness, and the Congress concurs in the granting of the pardon by three-fourths vote of both Houses.
