Expresses the sense of Congress that the President and the Secretary of State, who was the United States representative at the Paris peace talks, take the necessary steps, including renegotiation if this is deemed necessary, to get an honorable determination of the fate of all United States servicemen and civilians missing in Southeast Asia.
