Joint resolution calling upon the President to reduce drastically the amount of bureaucratic red tape which currently exists in the executive branch of the Federal Government.

Authorizes the President to take such steps as he deems necessary to reduce the amount of bureaucratic red tape which currently exists in the executive branch of the Federal Government, with the goal of cutting in half the amount of paper used.
