Joint resolution to require the submission to and approval by the Congress of fees on oil imports.

Provides that no new tariffs, fees, or quotas on imports of crude oil or petroleum products established on or after January 14, 1975, shall be effective unless authorized by law enacted after the date of enactment of this resolution.
