Constitutional Amendment - Establishes a Court of the States composed of one judge from each State, selected and removed upon such basis and for such term and upon such conditions and compensation as may be provided by the laws of such State. Provides that the Court shall meet at least once each year and shall have jurisdiction to hear and determine all cases arising under this or the tenth article of amendment to the Constitution, upon appeal from the Supreme Court.
